has nothing to do with the gov't, what this bill would do is allow the telecom companies to charge people for using their network, (phone lines and such). it would give them the ability to selectivly decide which site gets to upload faster than others. i.e. a site that agrees with them loads faster, a site that disagrees loads slower. of course they don't SAY that, but thats basically what they are trying to make happen.

Yeah, if you want more simple break down. If they remove Network Neutrality what will happen is the ISP will create a Basic & Premium networks.

Basic network will have very low Bandwidth and allow you access to any sites.
Premium network will have high Bandwidth and allow you access to only the sites that are paying that specific ISP for a place on the Premium Network.

What this means is sites like the japanese ones we go and even this site would likely end up on the Basic network. This means the sites performance will work at about the equivalent of 56kbps connection or lower. The sites like FFXI Offical Website will likely be on certain ISPs say they go with AOL and Earthlink, so people with those ISPs and paying premiums can get to those websites fast. Then say Cox and Compuserver gets Elder Scrolls website paying them, then people on those ISPs can get to that site faster.

This means that if someone wants to have a decent amount of options on webservices to use and have them work with good performance, then they'd have to buy premium services from multiple ISPs (This would be the same if a company wanted their site to perform well on different ISPs).

Only person this benefits really is the ISPs into getting stupid amounts of money from both sides. Even worse is if the ISPs co-operate with eachother or a group does then you'll have them intentionally supporting specific sites more by tiering in the premium how well companies sites work by amount they pay and encouraging regular internet users to buy multiple ISPs just to get good performance from the various websites.

Do be aware if this happens it's not only America that'll be effected. Just about anyone from other countries that try to visit sites that are in these AOL/Cox/Roadrunner networks are likely all going to get stuck on the basic network so performance for them will be horrendous and more difficult for them to get premium services.

It's just an absolutly horrible idea.

Well a good majority will likely end up on the Basic Network and probably die out to DDoS problems. The ones that'll likely survive are the pay site ones in which they'd pay for Premium entries in turn to them having to pay for premium they'll make profit back by an increased fee to the customers.

This is also likely to push places that have turned around debt and started making profit on the internet back into having debt again. This website I'm guessing would probably end up on a Basic Network, or supported by which ever Gulkeeva's ISP is. Means those 10-50 MB files here for everyone else is going to be horrendous to download, if any ever used 56Kbps modem you got an idea of how bad it'll be.

To extend it even further it would also impact Online Games. They could create a gamer tier service in which you have to have that in order for ports other then port 80 and other basics. So basically all these free online games will a base fee brought by the ISP just to use those ports. So much more I know the ISPs are capable of doing but only thing that stops a majority from doing anything severe is that network neutrality.

Cheers to hadrubient for knowing whats up. Porn sites are actually likely to become big beneficiaries of this bill as they are some of the higher profit sites out there. Big money means they can afford to pay the ISPs to give them premium service for their customers.
Its the free sites like say, this one or wiki and various poorly funded charities that will be disadvantaged. Thus the reason why that christian coalition lady is against it. The bill has nothing to do with censorship and everything to do with money.
Likely a large backer of this bill are the Record and Movie industries who are trying desperatly to find ways to curb rampant piracy that occures on the interenet. But rest assured if you willing to pay for your pron then you will still be able to get plenty of it.

Hmmm i'd seriously doubt anything will be done. Nothing looks worse to a country then an upset population. Taking away someones freedom of information would cause an uproar in America, and riot's would most definately take place all around the country. Nearly every single american uses the internet as some point in their day or week, whether it be for school, work, entertainment, or other reasons... hmm let me try and put it this way...
